Bunn 1400 Key Boulevard, Suite B-200 Arlington, VA. 22209-5144 Re: DOD USAF (RIN) 3206-AK76 I would like to comment on changes to the personnel system in the Department of Defense (DOD). I have before me proposed rules for the National Security Personnel System, 5 CFR Chapter XCIX and Part 9901, dated February 14, 2005. I have worked for the DOD for over thirty years. Some issues that are in the proposed rules make me apprehensive. This system will change the way people are compensated, evaluated, promoted, fired, scheduled, and treated. It's possible that this system will create a system in which federal managers are influenced by favoritism instead of serving the civil concerns of the people. Under the General Schedule, employee pay was clear. Under NSPS, there is uncertainty, with no guaranteed Congressional Funding. I get Save Pay, having worked for eighteen years on a base that was closed in 1996, and don't see any provisions in the NCPS that protect my current pay rate. Along with this new patronage pay system may come conflict between employees, resulting from the competition for pay raises; reducing teamwork and rewarding short-term outcomes. There will not be a certainty that the best employees will be rewarded. This system may create an environment where co-workers are in conflict and fear to speak up about harassment, law violations, and safety issues. No appeal procedure of an impartial nature is in evidence, and the proposal is hard to understand. I have been informed that Federal Employees could be assigned anywhere in the world, with little or no notice. I proudly served the U.S. military for twenty-seven years, and feel this would cause hardship among civilian workers and their families. Please rethink this proposal to promote fairness, serve the American people, and respect the rights of Defense Department workers. Sincerely,
