COMMENTS: Disagree with the whole plan. 1. Do not agree with the DOD being able to give itself the right to lower overall pay by creating a pay-banding system which allows no assurance in the regulations that Federal employees will be given pro-rated amounts toward their next step or career ladder promotion. It appears Federal employees would not get a raise across the board. NSPS allows DOD too much control to adjust/lower rates as they see fit. 2. Do not agree with Performance Pay-Outs. DOD should not be able to decide which jobs are to be combined into pay pools and what percentage of payroll should go into each pool. It gives supervisors too much control in deciding how many shares an employee will receive. It creates the "good ole boy" system to the maximum and favoritism would be rampant. 3. Disagree with DOD wanting the flexibility to change expectations throughout the year and expecting supervisors to inform and involve employees in those changes. Many of the current supervisors fail to have performance discussions with employees now and by implementing the system, communication between supervisor and employee would not take place in a timely manner. 4. Disagree with the internal process to challenge a rating. Also disagree with not being able to challenge a performance payout and the fact there will be no accountability and no redress for those decisions. 5. Disagree with being deployable. I am a 20 year Army retired veteran. I do not want to move just because my job is being moved nationwide or overseas. My senators/representatives will be contacted.
