The proposed National Security Personnel System provides for a greatly increased role for supervisory discretion in crucial personnel decisions. This could set a dangerous precedent for the federal government. It could put employees at the mercy of unscrupulous managers who want to purge anyone whose views do not match those of the administration then in power.
