I am a DFAS employee. My parents, now deceased, retired under CSRS and I will retire under FERS. Our common bond was good regulations and policies by OPM. The current regulation has proved the test of time and should be maintained. I believe the proposed NSPS (Part 9901 in its entirety) was an attempt to "reinvent the wheel" to take shortcuts that will adversely impact the process of Government people management that has been improving over the years in terms of both productivity and employee benefits. The proposed NSPS seems focused on short term measures by granting management too much authority with pay, eliminating G.S. structure, job classification, employee union representation, and an abusive evaluation system. In short, the proposed regulation. It is not popular with the rank and file who was not consulted, but rather bombarded by several levels of management who promoted NSPS as the answer in today's time. NSPS is all about control, power, and more remuneration for a few at the expense of many dedicated workers. Government employees have improved productivity over the years under OPM, and have been treated well. Government under the current system promotes Government as a career of choice that will not last under the proposed NSPS. NSPS, as proposed, seems to be a change for the sake of change that not only will result in unintended consequences that would negate the intent of a new regulation, inefficiency in the workplace, etc., but will cause greater employee stress, destroy morale, and entice competent, dedicated but intimidated employees, to leave Government service for the civilian workplace. Long-term, NSPS needs to use the best of current regulations to the greatest benefit, and to change current policies sparingly and only as necessary to allow more effective decisions and efficiencies sought by the proposed NSPS. To move to quickly is inefficient and wasteful. Thank you for the opportunity to express my view of the proposed regulations.
