To: Whom it may concern, As a Federal Employee with over 28 years of service I am concerned about the dropping of seniority when it relates to upward movement within the DoD system. It seems that favoritism is going to play a greater role in the upward mobility of individuals rather then seniority and knowledge of job. This is reverting back to the 'good ole boy' system. We will see more promotions for individuals with little or no training As an employee ages, his get up and go slows down and his enthusiasm seems to lack to the outward eye, but his keen sense of how a process works, what has been tried and what has failed, his in-depth dissection of situations is overwhelming above many younger energetic employees who on the surface seem to be running circles around the more seasoned worker who has learned to focus their energies. This rewarding of younger employees with less seniority will create a DoD system that will seem to be running far ahead of the civilian sector but is actually running in circle - fast - but still in circles.
