I don't have specific comments on the proposed regulations but I would like to comment on the regulations in general. I have been a federal employee for many years and have had a lot of pride in working for the federal government because, in theory, employment was based on merit and provided an equal opportunity for everyone. This was the theory of civil service but the practice sometimes fell short because the loose interpretation of civil service regulations and personnel actions became more a function of office politics and personalities. With the NSPS regulations I think there are greater potential for abuse of the personnel system, in the name of greater flexibility, and I think this will result in a loss for the efficiency of the civil service and a loss of professionalism and a loss of opportunity for employees who are not skilled at office politics or are too busy to practice office politics.
