"Comments on Proposed NSPS Regulations-(RIN) 3206-AK76/0790-AH82. Under section 9901.351, Pay administration and performance Management the mere fact that the ability to gain pay raises are only to the mercy of the employees manager, who may at his discretion may choose to discriminate in any way he chooses ie nepotism, sexual, racial age, or any other action he might select replacing a system that has been effective. This as other issues of NSPS will promote "good ole boy" system opening the gates to discriminations, cronyism, and posibly crimes. Fair and equatable treatment will no longer exist dramatically effecting fair practices for women and minorities. As a federal employee of the DOD I am extremely concerned that our Congress has empowered the Secretary of Defense in a manner that allows him to be a dictator under the disguise of national security. The imposittion of NSPS has created a system, by which takes the rights of employees and their unions to effectively represent labor issues. This need for "flexibility" has been in effect for many years without adversly impacting the department of Defense. Unions and federal employees have never impeded DoD in any efforts cocerning National Security and if they had there was procedures in place to deal with those issues. Please don"t let the DoD or Secretary of Defense design a system that will take saved pay away from it's employees. Why is the NSPS taking our security(time and money) away from the federal employee? An employee of the U.S. DoD should have a secure pay system in which his family can depened. Instead of a system that can because of his supervisor being upset and not having any way to get back at the Government than to punish employees that haven"t done any thing wrong. There are to many problems with this system. Why doesn't the U.S.lifes d Congress repeal this regulation before it destroys to many familys and lifes? Respectfully submitted by
