March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DOD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DOD and my representatives in Congress. My personal views are that with OPM?s advice they made the new system undefined so they can change the system any way they wish after this system is put into effect. How can you in the congress even consider allowing this to happen? To our congress in Washington this is the next addition to the list of authorities that they have allowed to be taken away from them. The authority to make war (which has been given to the President) therefore decreasing the counterbalance of the branches of government. By establishing this federal employment system the authority will transfer to the Secretary of Defense! A much more effective way to make changes would have been to address the areas that seem to been the problems. Such as streamlining the disciplinary and hiring methods. As far as the mobility they mention, the constant movements of senior civilian leaders has done nothing except to develop an upper cadre of supervisors that have no clue what the local area stake holders, capabilities as well as the historical practices and requirements that are needed to keep the best running systems going. After making all the changes that basically give the supervisors more power and the employee less and less the diminishing of the bargaining unit is the ultimate slap in the face of the government worker. It is all well and good to have the president tout the word freedom for the world but it is obvious that freedom does not extend to the freedom to get fair representation from a union if a supervisor does not act for the good of the organization but for the good of self-interest! I have worked for DoD for years. I am angry that these proposals seem to treat the employees who help defend our country as the enemy. Most DoD employees work hard and are committed. I believe that mistreating the employees will hurt the agency?s mission. I am very upset by NSPS. This system will change the way workers are paid, evaluated, promoted, fired, scheduled, and treated. These rules would create a system in which federal managers are influenced by favoritism rather than serving the civil concerns of the American people. Sincerely,
