March 16, 2005 DoD NSPS Comments , DoD NSPS Comments: "I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress." I have worked for DoD for seven months. "I am angry that these proposals seem to treat the employees who help defend our country as the enemy. Most DoD employees work hard and are committed. I believe that mistreating the employees will hurt the agency?s mission. I am very upset by NSPS. This system will change the way workers are paid by letting supivisors favor who they want to have the best pay rate no matter how knowledgable or skilled they are at their job. Also, the evaluation, promotion, being fired, schedules, and respect will change in the working department." Ex: If I have an arguement with my employee about a certain situation, within a week I could see my pay rais shot down to the lowest possible wage. Yet, If I bow down to my boss to all his words all I have is the maximum wage underneath that of the boss and can not swoop up to a higher pay then him. Nor do I get rewards. Speaking of which, when I was hired here I was informed that when doing a good job I would get rewarded wth fifty-nine minuetes, I recieved only one and that was because my leader had to tell my boss I was doing a good job. If this is the case now, I hate to see it when this is in complete affect. "Annual Pay Raises Under the General Schedule and FWS, employee pay was clear. It was funded by Congress and could not be taken away. However, NSPS will take away this certainty. Salaries and bonuses are funded by DoD. In the past ? as recently as just last year ? DoD did not fund its awards program. Given the agency?s miserable record on this issue, how can employees feel confident that our salaries and bonuses will be funded in the future?" I am shoked what President Bush is doing. I am figuring out the reason for this change in our civilian pay raise. Bush needs more money for the fight in Iraq to pay for the war that the congress that may not give to him. Furthermore, it's his way to make the contracters who want to take our jobs happy. Later on the civilians will be unsatisfied and find another job. This will leave the few who will put up with this worthless crap wil be told either join or get out. Nonetheless, WE'RE screwed. Also, I am working at the Marine Logistics Base in Barstow, CA. The pay wage will seperate from our San Bernardino pay wage area and proceed to our local economy. Have you people seen the our economy. Thanks a whole lot, and we work for our country hero's and this is how we are paid. I thought this was being a nice place to live, I was wrong. Hopefully Canada is better...... Our local economy is based on tourists. If we are lucky during the holiday seasons. You guys won't raise the minimum wage and no one can live on five dollars per hour. It's like you rich people don't want anyone to succeed and better themselves. don't worry paybacks a bitch... ?Friend of the Supervisor? "Pay System with the new patronage pay system, which DoD calls ?pay for performance,? the amount of a worker's salary will depend almost completely on the personal judgment of his or her manager. This system will force workers to compete with one another for pay raises, which will destroy teamwork, increase conflict among employees, and reward short-term outcomes. There is no guarantee that even the best workers will receive a pay raise or that the pay offered will be fair or competitive. This system will create a situation in which workers are in conflict with one another and afraid to speak out about harassment, violations of the law, and workplace safety problems. Furthermore, there will be no impartial appeal system to assure that everyone is treated fairly." Again a stupid idea from the people who know absoultly nothing about the above, because your version of teamwork is You, Yourself and No one else. Thanks alot, I am trying to pay for bills, gas, and anything else money buys and now I just not be able to. Pretty soon this whole Nation will be on well-fare, then what? "Schedules and Overtime NSPS will allow managers to schedule employees to work without sufficient advance notice of schedule changes. This will make it extremely difficult for working parents to care for their children and family. It will also mean that abusive managers could harass employees with bad schedules or short notice." If I feel this I will do my hardest to take this up with any court, Even Supreme Court if I have to, and all Newspapers, International news, local news any media. " Overtime rotations can be canceled, which means that employees may not be able to plan adequately for childcare and other important responsibilities." Furthermore it will mess with getting my doc. degree in Marine Bio and Interior Design and arch. It's already messing with Chemistry classes, because I can not take them for they are morining classes when I work. We should not have split shifts, or shifts that will make every body hate their job. Family is important and if Bush can not see this then I pray for him and his kiniving family. "Civilian Deployment Federal employees could be assigned anywhere in the world, even into a war zone, with little or no notice. I am proud to serve my country but I am also responsible for caring for my family and my personal obligations at home. We signed up for a civilian job. We did not enlist in the military. Today?s volunteer system works well." We are not the military. We are part of it. Our presents within a war zone is not nogociatable nor needed. What is our presents in a war zone for? To add on to the deaths? We will be unarmed and untrained for the circumstances which we will be facing. The soilders have their missions to do rather then protect us. Also why not you people join us? Yeah thats a good idea, REMEMBER: ALL FOR ONE AND ONE FOR ALL (assholes). It's like putting a declawed house cat in with a pack of wolves. Who do you think is going to die? Now other non-war-zones would be great and exciting. yet I have set limits that need to be meet. Here is a list: paid flight for my immediate family (size is insinifigant), Pre-paid moderate living conditions, pay amount same as the U.S. not the country in which we live in, and college classes paid for us to understand the new culture and language which we are living in. Also, if fired, laid-off, quit under certain circumstances we will have all of our belongings and including ourselves to be shipped and flowen back to the U.S. and your cost. Also, you will find us a job in which we are qualified for in the U.S. and pay for our expenses of living conditions for about six months of job searching. I think this is good, I mean it's you who want us to move not our desision. "America is at war. We are fighting for democracy abroad. But the regulations are an attack on workers? basic rights. Furthermore, NSPS will divert the attention of defense workers from the soldiers? welfare to protecting themselves from abuse on the job. I urge you to force DoD to rethink this proposal. We need work rules that preserve fairness, serve the American people, and respect the rights of Defense Department workers." Get your act straight and stop being so GOD Damn greedy. Think about your family. If you were in our shoes with reading this B.S. what would you do? Would you aplause it? I don't really think so. Sincerely,
