Policy recommendation: No employee entering into NSPS shall have their next scheduled pay increase deferred by more than 90 days. This precludes employees from being unfairly penalized for entering the system outside of normal cycles. For example, if an organization entered into the system in July 2005 and remained under the system for one year prior to the first payout, employees would not receive a pay adjustment until the fall of 2006 -- approximately nine months later than their peers
