I would like to comment in reference to Docket Number NSPS-2005-00--RIN 3206-AK76/0790-AH82

To whom it may concern,

I have serious concerns about the proposed changes that are being contemplated to the department of defense. First of all to be contemplating these changes without any input from organized labor is a fundamental attack on the first amendment rights to redress the government.

Historically this country was able to deal with labor in a mutually agreed apon fashion. Sensitive times such as World War 2, bargaining impasses were dealt with by an arbitration board or what was called the War Labor Board. Basic notions of fairness must be a guiding principle with these discussions; therefore, the only way that could happen is to let unions be involved in the process.
