Staffing and Employment-Subpart E as someone that was forced to leave Europe due to the 5 year DOD overseas employment rule, I am curious as to why this law is still in effect and has not been addressed with the new NSPS. These new changes are suppose to give DOD, DOD managers and supervisors alike greater flexibility to attract and retain high quailty workers. The DOD 5 year overseas rule does exactly the opposite to alot of jobs. I woked in the special handling section of the 723d Air Mobilty Squadron (AMC) until Dec of 1999 when I was forced back to the states under PPP. It takes just about 5 years for a civilian to get all the training and experience required for these positions. These critical positions consist of Joint Inspectors of cargo for unit deployments. With the war on terror deployments going through Europe, it seems to me that the 5 year rule goes totally against the proposed rules under the NSPS. I to agree the personnel system was outdated, however as someone that experienced it firsthand, the DOD 5 year overseas rule is totaaly outdated as well.
