Comments:
The regulations represent the cart before the horse. The Unions were not properly consulted when the Admnistration prepared these propsed rules. It repesents only what the Administration wants. These regulations should be scrapped. The Administration should start over and follow the law by consulting the Unions from the very beginning. . All this shows in the animus of management towards its loyal, hardworking, civil service employees.
