I think Pay-Banding, and this whole NSPS is a bunch of crap! No one wants their job status subjected to the way your supervisor feels about you! Especially in an environment where clearly there are Favorites, and favorites get the choice duties, and plum assignments. Not to mention the corresponding performance appraisals. Laws have been enacted over the last one hundred years to preclude such nepotism, and this law goes completely counter to all efforts before it, strictly in the name of "Security". I don't buy it! I'm highly trained, educated, and don't appreciate Enacted policies without a "Law" enacted by the People! If we have such a Great Civil Service System, why change? I may not be Union now, but I am seriously considering joining all because of this type of mess! No one I know wants their seniority system messed with! Certainly, no Veteran wants his status messed with either! And, no one, I repeat, no one wants their future Retirement messed with! The explantions that I've read here in these NSPS pages are strictly a smoke-screen, which I hope every Civil Service Worker in the U.S., and located Overseas, can see through! The problems all stem from a "Deaf & Dumb" Management system, oblivious to the needs of it's constituents; a military-styled mangement system, steeped in the Good-Ol-Boy! network! It is bad enough dealing with Poor to extremely Poor Management, but to have to deal with equally appalling Lawmakers is appalling! And the worst part is: Did I mention the Deaf ears? No one can tell what the new pay system will look like, because they don't want a massive Tidal wave of discontent when folks find out! This same NSPS system is being espoused by the same folks who don't know how to create a decent, and equitable Tax system, or bolster and correct a more needful area such as Social Security, which by the way, isn't secure!
