I agree we do need a new system, but I don't believe it will work on a small base as Moody AFB, GA. Right now its run on the good ole boy system, we have no merit promotion...they say we do, but they rather hire someone from down town than to hire someone already in the system that knows the system. We have no training for military bosses, they know nothing about civilians and some don't really care. Civilian Personnel are for the employer and the employee does not have a chance to protect themselves from abuse from there Military boss. We have no union here, if we did, things would be a different story for us civilians. There are supervisors that don't believe in giving a straight 9 on there appraisal, even though the person is doing beyound a 9. Things just is not fair on this base, and being a test base I really don't believe this will change. Who will the employee go to if they are being shafted by there supervisor, and because that person is an officer no one will do a darn thing. This is the worst base I have ever been in my 30 years of civil service...I really don't believe this new program will change, it will only help if the supervisor is a fair person and has a caring for there employee...other wise we are screwed. There are some supervisors that think there employee is not worth a dime just because of personality conflict...get another supervisor that thinks the employee is at least worth a quarter. Of course this is only my opion and who cares what my opion is...but I felt like I had to say...this is going to be a waist of everyones time. It will NOT be better for the employee. My supervisor changes every 2-years, they don't care about there employees, hell they don't care if we are here or not, and when we are here its always a negative towards the civilians. Anyway I will quit winning. Have a good day
