In my organization I can see where favoritism will play a LARGE part on who get raises and how much. This sounds good on paper, but in the end it won't matter how good an employee someone is, but how much they cozy up to the boss and go golfing, hunting, etc... with him/her. This will breed a new bunch of YES men/women who will be afraid to let their supervisors know things that will make them angry.
