Overall NSPS seems to be an authority for persons with dislikes for individuals, or group of people to set the stage for diverse actions. Since stero typing is very active within the Federal Government based on the performance of some, specific groups will be stero typed. Management can asign specific people assignments that are high priority and upon completing the assignments awards are warranted. What preventive measures are taken to avoid management from assigning gofer type assignments to unliked personnel? The new regulation NSPS will cause the Federal Government many legal altercations. Instead of progress NSPS displays regression. Regression by setting the stage for people who are unfair, to implement unfairness with authority. Seniority, and experience are abrutly thrown out the window for favoritism. NSPS as presented is a very big mistake.
