I have reviewed the proposed plan and I like it alot. I just have one concern, it seems like it is leaving the question of performance, retention, promotion and pay increases entirely in the hands of the supervisor or reviewing official. In a perfect world it would work great, but in reality wouldn't this tend to promote the Good Ol' Boy way of doing business? I'm sure we all have horror stories of supervisors that have their pets, and tend to be a little less than even handed with their expectations and rewards. Just a thought. Thanks-----Mark Hanson
