Comments:
Overall I am quite impressed with the direction and content of the proposed NSPS. I was recruited in June of 2004 to fill a developmental 5,7,9,11 position in the 201 series. I left the private sector with the agreement that if I attained all the qualifications and skills required of each grade level then I would receive a non-competitive promotion to the next grade and associated pay increases. While the proposed NSPS does address personnel in developmental positions I personally feel it has been left intentionally vague and left to local interpretation. While all other pay decisions and instructions on pay administration say that an action will occur when discussing developmental positions NSPS says a vague “may be adjusted.”
