This is the same things they said about NAF Flex employees instead of intermediate on call employees. The problem is: even great employees are unable to get a raise because of local budget concerns. They stopped steps and there are people making what they made 5 years ago. This is also bad for job security. At this time if a terrible Director or manager is transfered to your location, you would still have a certain amount of job protection and security. If you make it easy to get rid of people ---all that will be left is 'yes men'. We have all seen these crazy new managers come in and try to let the best people go because they see them as a threat. With the job security that we have now it always allows higher management to determine which of the two is nuts.
