Pay Band Rating: How is one assured of being fairly rated if they are assigned a preponderance of collateral duties that do not directly impact the organizations primary mission? If one is in the unfortunate position of being assigned all the "Dirty Work" because they are self-starters and can get things done justification for a Senior Expert rating will be difficult at best.
