I am excited about the new NSPS. This change has been long overdue. As with a lot of government systems, we keep them way past their prime. I particularly like the Pay-Banding concept. It affords managers the ability to reward and retain top performers, without having them leave for a promotion. I hope this new system will allow agencies to recruit top private sector performers, and start them at a salary commeasurate with their experience and compensation, instead of trying to recruit them as a GS-9 or GS-11. I welcome the new change, and will do all I can to insure its sucess.
