It is my feeling that the time in grade pay raises are a needed compensation for working lengthy periods of time in the unhealthy enviormental conditions that we as federal civilian employes are subjected to.If we are to be treated as any other civilian, then I would recommend that the authors of this proposed reform read O.S.H.A. standerd 1903.3 .This is a some ride we're in for.The lawyers will be the big winners !
