9901.332 (c) 5: Local Market Supplements The paragraph on Local Market Supplements makes an unclear reference to Cost-of-Living Allowances (COLA) available under 5 USC 5941. It seems to infer that Local Market Supplements may be created to replace COLA (in 5 USC 5941 designated locations - Hawaii, Alaska,...) and that they will be part of basic pay (unlike COLAs). The paragraph should be clarified to either: 1) definitively state that COLA will be replaced by Local Market Supplements, or 2) clarify what the intent of the statement is.
