Classification (sec 9901.202) should list direct-hire local nationals that are DOD employees as having this section apply to them. In Korea, we have both U.S. and local national civilians performing the same tasks, working side by side, and yet local policies result in local nationals being one grade lower than U.S. civilians. If all employees are in the same pay band, leaders (not the local Classifyers) can determine pay and remove this source of inequity. Likewise, pay (sec 9901.302) should include direct-hire local nationals. Finally, we only need three rating levels (Above Average, Average, and Below Average). In Korea, all civilians get a top-block appraisal. This means everyone will get an equal part of the award pot, perhaps we eliminate awards (just give people permanent pay raises), or we limit the % of top-block ratings similar to the military rating system.
