This all looks good on paper and sounds just like a politican speaking. So how about showing me, these pay bands and how it is really going to work. I can see right now that these pay bands are going to be just like the so called awards attached to your performance review now. Personality is going to play a big part in this pay raise. I thought we where suppose to be trying to take personality out of the review that is why the performance review was changed several years ago. Now we are right back to it. Also I see the same thing happening that happens now with awards attached to reviews. We are only going to get so much money for raises every year just as we do for awards now, so if you got a raise last year you wont get one this year no matter how well you do your job. No thank you! The system now may not be the best but it is better then what you a purposing. In all the years I have worked for the government (27) I have only had one employee who really did not do the job......and that person was eventually fired. The system we have now works you just need to spend up the process not change it.
