Appeals -- What does Single Burden of Proof Standard --"Preponderance" mean exactly???? If an employee is not performing at the expected level, can you reduce their pay. As supervisors, we can already chose to award or not award a performance award. Are we also going to be able to reduce their salary if not performing at an acceptable level? How does this impact obligated positions for those individuals stationed overseas? Civilians stationed overseas do not receive locality pay, rather they enjoy other benefits. However, once an individual returns from OCONUS, will the individual's pay be adjusted to the local rate?
