PAY/COMPENSATION and PERFORMANCE MANAGEMENT -- As a supervisor that has received nothing but "Outstanding" performance ratings since 1987, I am pleased with the recognition and compensation I have received. I would welcome a streamlined method for dealing with problem employees and a method of greater hiring flexibility but the proposed system appears to be open to arbitrary and capricious decisions. Like it or not, there are still poor, vindictive managers who will use their new latitude inappropriately. Therefore I reluctantly oppose NSPS.
