Just read over your briefing of the proposed changes. This system sounds much like the system that we have used for several years at General Dynamics. This system works very well but some items need to be addressed when doing it. 1.) Pay range for Bands needs posted and easy to find. 2.) Documentation procedures for supervisors taking adverse actions needs to be documented so supervisor has one source of guidance on how to do it. 3.) Need method for chronic appealers. Some people always feel like they are doing everyone elses job and not getting recognized for it or paid for it. Often these are your worse employees who spend more time getting into someone elses job then doing theres or spend more time saying what all they do rather than doing it. These same people feel that they have been picked on or that others fail to recognize them and will appeal every review that comes down. You need a method of dealing with people who chronicly appeal every year and it always turns out that the review was conducted in a proper manner. 4.) Adverse actions needs to be swift and fair. It should never take a year to decide on what to do or how to handle the employee who breaks all the rules. Once a supervisor has notified the proper people above them of problems and has documented the problems in the proper manner action should be taken swiftly.
