While I understand that the new guidelines do not make changes to existing rules against prohibited personnel practices, it would be nice if the new system re-iterated and emphasized them. In particular, I'm referring to what has become standard practice with regard to the number of hours an individual works versus the number of hours for which they are paid or accrue comp-time. There is extreme pressure across DoD and the Services (for GS 13-15s) to work long hours without compensation; that is work on your day off, regularly work 9, 10, 11 hour days, do e-mail and other work at home, be called while you are on vacation, etc. If you refuse to work these extra hours, or complain about them, you are considered to be a non-team player and a slacker. I believe the pressure under pay banding would be even greater.
