The only comment I take exception to is where it states: "... Current pay system results in outstanding performers being paid the same as poor performers ..." The premise is that we got rid of poor performers a long time ago, so I believe that this statement would be better accepted if it were reworded, so mine is a semantic exception. Overall, good job of laying this out and it should work well in the years ahead.
