Who specifically will determine the pay pool groupings? Will people from separate sections of a base be grouped together just because they are in the same series, even though there is no interaction between the 2 groups? The wording implies that the cost of living increase will also go into the pay pool. Please clarify - better to explain in plain english that the cost of living increases will not be given to all employees rather than masking it as "applicable across-the-board pay increases" in the Performance Pay Pools section. Also in that section - what grade level will the pay pool manager be? Please keep in mind that additional questions will be forthcoming when the specifics are described.
