Section 9901.332 Under current rules, persons serving oconus lose locality pay and receive a living quarters allowance. For the instant situation, that is fine. However, loss of the locality pay affects retirement computation. It also severely limits the ability to include some senior people or people in the last several years of their career to oconus jobs, which impacts all the mission. the section mentioned above specifically addresses "local market supplements" in areas outside conus, and in subpara 9901.332(c) (1) it says these supplements are valid for retirement. Does this mean these supplements earned presumably oconus (and in addition to non-taxable living allowances) would be credited in some manner for retirement purposes. Even under current rules, crediting locality pay for retirement purposes which in an overseas area (even if only on paper) would substantially improve qualitatively the workforce oconus. I support that interpretation and as an oconus manager, recommend it.
