I FULLY support this proposal. After I graduated college, I joined the Corps and have now worked for this great agency for over 3 years. In that time I have grown to love my job and at the same time become very frustrated. It seems that some of the older employees have some sort of sense of entitlement after working for several years. They feel they don't have to perform at such a high level because they have been with the Corps for several years. Therefore, it is the younger, more ambitious employees who have to pick up the slack for these dinosaurs when they are making significantly higher salaries. The fact of the matter is that budgets are getting cut and funding is at a premium. It is about time that the Corps moves into a more corporate attitude by rewarding high performers and getting rid of low performers. If the government wants to become more efficient then it has to cut the dead weight. This new Personnel System is a step in the right direction.
