Performance rather than longevity. Performance indicators are strickly subjective as proposed. This will implement a system of how well you are liked by supervision rather than how well you do your job no matter how performance controls are designed into this system. Creative wordsmith; change the meaning of experience with the word longevity and explaining that performance is a better indicator of how well an employee is doing. Practical factors need to be highly included into the new personnel system or you risk having a very well educated employee base without any experience. You can teach in a classroom all the information a person needs to do a job, but when it matters the most to get the job done right, experience comes out ahead every time. Experience is gained by doing. Longevity is doing something for a long time. Take away experience to make it easier to place people is affirmative action in principle and a form of discrimination.
