I have been in the workforce for 40 years after college in the private sector of our economy. Only in the government have I seen salary increases and job advances based upon time in the job. Everywhere else, advancement is based upon job RESULTS. Living so near to Washington, DC; I have known many government employees and all they seem to do is complain about the number of associates that don't carry their load, but because of 'time in' they can not be fired. Is that any way to keep underachievers? I say, get rid of the sleepy employees and advance only those that are productive.
