The premise of NSPS is that it is a needed tool for transformation in which the "total force, uniformed personnel and civilians, thinks and operates as one unit"; a change to a future force "that is easier to deploy." However the proposed rules make no mention of requirements, eligibility, or compensation for deployment of DoD civilians. Current rules provide for "Emergency Essential" employees who are required to deploy, and are based on the same 20th century assumptions about national security and public service. These current personnel management rules are wholly inadequate for providing temporary civilian manpower to contingencies managed by the Combatant Commanders. Likewise, the compensation package for deploying civilian workforce is inadequate, having not kept pace with the improvements to the compensations provided to uniformed personnel. This whole category of deployed civilian workforce should be included and governed by NSPS in order that they too are an "integrated, flexible, and responsive part of the team."
