I am a GS-15 and am very concerned about pay banding in general. I work in an organization that has cliques-if you are in, you get a large bonus. If you are not in, you do not. It does not matter how many hours you put in (we are routinely expected to put in 20 or more hours over and above the 40 hrs worked-and with no pay or compensation). The SES is blinded by this one 0-6 who is deceitful and and hatefull to many people; this person spreads poison throughout the organization if he does not like you (for whatever reason). Yes, this really happens. I know that no matter how hard I work, or what I do nothing will ever be good enough. To know that this one person has the capablity to hurt my family by decreasing my pay at a whim is demoralizing. Although our directorate has had over 15 people leave in the last year, management does not care. I have no hope with pay banding of ever getting treated fairly.
