I understand your wanting to make a more steamlined and responsive Civil Service system (though why you are singling out the GS schedule is beyond me) but I have been with the military and civil service for a while and I don't believe the system will change. Just like the current appraisal system is biased and inflated and the military performance report system is biased and inflated, this new system will be treated the same. Just my two cents worth.
