My comment concerns the conversion of employees to the NSPS system. Paragraph 9901.371 and 9901.373. At conversion time employees will be at different stages awaiting with-in grade pay increases. For example, at conversion time one individual awaiting their one year with-in grade may be 10 months away while another may be one pay period away. I see nothing in the regulations that addresses this disparity. It appears that both would get no less than their current pay at conversion but no consideration for their pending with-in grade increases, even when they occur one pay period after conversion. Is this correct? If so, those employees that are in a three year with-in grade cycle and would normally be scheduled to receive it shortly after conversion would be severely penalized.
