Comments:
I will be retiring 31 December 2005, but, I do feel the proposed changes have merit. Such as the pay banding and insuring that in-grade increases could be presented to those outstanding civilian employees deserving of financial rewards each year for their individual work performance and not those just showing up for work each day to draw a pay check.
