REGARDING PAY BANDS: CURRENTLY PEOPLE WHO DO THE SAME JOB ARE PAID AT THE SAME RATE. THEY ADVANCE DEPENDING ON TIME IN GRADE, AND POSITION. UNDER NEW REGULATIONS, PERSONNEL WHO ARE "FAVORED" WILL BE ADVANCED, AND PAID AT A DIFFERENT RATE, EVEN IF THEY DO LESS WORK, HAVE NO KNOWLEDGE OF THE WORK, NO KNOWLEDGE OF THE REASONING BEHIND THE WORK, AND ARE UNABLE TO DO THE WORK, SIMPLY BECAUSE THEIR SUPERVISOR FEELS THAT THEY "MAKE SIGNIFICANT CONTRIBUTIONS TO THE JOB" AND GIVES THEM A BOOST. CURRENTLY THIS IS DONE BY AWARDS THAT MUST BE OK'D BY HIGHER-UPS, BUT, UNDER THE NEW SYSTEM, THERE WILL BE NO CHECKS AND BALANCES. EMPLOYEES THAT ARE "FAVORED" BY THEIR SUPERVISORS WILL GAIN REWARDS FOR MUCH LESS WORK, AND WILL CAUSE GREAT PROBLEMS WITH MORALE. ADDITIONALLY, PEOPLE WHO ARE NOT "FAVORED" WILL BE MORE INCLINED TO DO LESS BECAUSE OF THE FEELING THAT THEY WILL GET NOWHERE BECAUSE OF THEIR "UNFAVORED" STATUS. THIS IS ALREADY BECOMING QUITE A PROBLEM, AND HAS NOT BEEN ADDRESSED.
