The NSPS as I see it is an attempt to fix something that is not broken. Despite all the rhetoric, it is plain and simple, a system designed to save money at the expense of dedicated Civil Servants. In my position as a Helicopter Flight Instructor for the Department of the Army, I work with 11 other DACs performing basically the same tasks as one another. We carry flight students and are responsible for their training which will hopefully prepare them for future combat operations. We are all ex military officers and the environment in the workplace is one of cooperation and team work. We all get very good performance ratings and there is really nothing in our job descriptions and performance to differentiate us from one another. Under the NSPS, I have no doubt that every agency will be limited as to how many job performance raises they will be able to administer on an annual basis. In our workplace this means we will find ourselves in competition with one another to see who will get a raise and who will not. So much for the spirit of cooperation and team work! I urge you to reevaluate this misguided "one size fits all" approach. Thank you, Kingsley Paquette Dothan, Alabama
