Comments:
I am concerned with seasonals becoming permanent employees. The government should be able at the government's convenience make seasonals permanent employees after they have been seasonals for a set period of time. There should be be no competition for the position- it should depend on whether the government has a position available and the seasonal's ratings. The advantage to the government is that the seasonal is already trained for the position and it would streamline the hiring process. I am not sure this proposal deals with this specific situation.
