Pay increases: I've been under a pay-band system before, it was awful. I had a supervisor who did not like me, even though he gave me exceptional performance appraisals due to my work ethics, he still would not give me a raise. And if he did it wasn't as much as the other raises he gave to his favorites. If a supervisor has a personality conflict with you, they can still give you a bad performance apprasial and you basically will never get a raise. How do you keep favortism out of the system. At least with a step increase, the supervisor couldn't keep you from getting that small raise.
