Comments:
In the Appeals Section of the proposed requlations overview why can't mitigation by MSPB permitted when a penalty is partially without justification? Why are the words "Only" and "Wholly" used? Who qualifies what "Wholly" means? I've only read a portion of these documents so more to follow.
