Is the first level supervisor the sole decision-maker for the level of performance of their employees? If so, I think this is a bad idea. Supervisors will play favorites and game the system just like they do now. Someone may be performing at the standard, but not outstanding, level and be friends with the supervisor. In this case, if the supervisor has sole discretionary authority, he/she will find a way to ensure their friend is compensated. Other employees would have no way of knowing the level of pay of another employee and so would have no reason to complain of unfairness. If the supervisor is the only level at which decisions of raises within the band are made, I think another level needs to be added. It may not fix every situation but it may keep the first-level supervisor more honest. Another method would be, perhaps, to allow employees a say in the rating of the first-level supervisor on a points system. The points could be minimal but would, at least, give the supervisor's supervisor an indication of how the employees rate the effectiveness of the first-level supervisor.
