I have been reading all I can about this system and I see one major flaw. This system is giving too much power to the supervisors, especially when it comes to whether we get a pay raise (or decrease). This would be okay if you had a fair supervisor, but that is not always the case. Supervisors are human and as such have human flaws (bias, prejudices). With 26 years of federal service, I find it sad they are doing away with longevity when it comes to RIF.
