As an employee of the Federal Government with almost 27 years of service, I do not believe that the NSPS will be fair to all involved. I mean, I have experienced situations for promotions, pay raises, being riffed with no consideration of my senority, because I knew the employees who were being favored, in the click would ultimately keep a job; whether they had 3 or 5 years, it was considerably less than my time and I feel very strongly of how one who devotes all of their life to the DOD, can be so easily removed. This new system will allow people who have never worked for DOD to come in and excell when we are already in place and not given a chance because of favortism from management. It also will not allow a fair performance rating, it will also take away from our families when we don't get proper raises through cost of living adjustments. If the employee is not performing, it should be up to the supervisor to take action and inform the employee that they need to raise their level of performance and be a asset for the organization and all involved. With base closure loming again, which I have already been through one, riffed from another and now this, it seems there is a never ending attack on the federal employee who works and has always done what was right for all of DOD. When will the high ranking officials finally see that we need our jobs just as well as they need theirs. Will their pay and hiring practices conform with how we are being done? Will they fall under the same changes as the lower class GS and WG .... employees? When will it ever benefit us and know that we won't feel threatened for the security of our jobs? I feel the jobs are already jeopardized by oursourcing through privatization using A76. If the system has been so messed up, why all of a sudden these choices were made and voted on and we have no say about the matter. We just have to ride the storm out and hope and pray for the best.
