The proposed NSPS rules on where the performance monies are sourced from deserve to be re-visited. Part of the money comes from the step and merit pay dollars. According to the proposed rules the remaining source is from what we know today as the “Annual Cost of Living” increase. (Page 10 7560 Federal Register / Vol. 70, No. 29 / Monday, February 14, 2005 / Proposed Rules) Bottom line, step and merit pay increases have always been tied to performance and as such belong in the dollar pot of the new program. However the Annual Cost of Living increase is a different matter. This across the board increase is authorized to us because of a basic fact of life; costs of goods and services are going up. Our job performance does not, cannot, and will not have an impact on the rising cost of living. For that reason Cost of Living Increase pay must not be included in the NSPS money pot. If these funds are not withdrawn from the program please see to it that Congress’ Annual Cost of Living increase is also received based upon merit. I have provided this input to those members of Congress that represent me in my district. Thank you for the opportunity to comment.
